Odd Sights in Beijing

My hotel is near the embassy district, (it's the green bit that can be seen from my hotel room), and I included a bit of it in my exercise walks over the weekend. While doing so I came across this road sign, I have no idea what it’s supposed to mean.
I also have no idea what taking the restaurant staff out and making them march around, stand on parade and sing (patriotic?) songs is supposed to do. But it’s quite a popular thing for restaurants to do.
